Why my computer can't power up?

Hello everyone! I bought a Lenovo PC from ebay.com and a dell PC from sourcinggate.com three years ago but hadn't used them since the last year. Then I found I even can't power them up a few days ago. Who can tell me the reason? Thank you!

system halt

I have a dell optiplex gx1 w/ windows me. downloaded updated bios BGX1_a10 installed,rebooted, now have system halt.what can i do to recover?
