Compter cant connect to internet

hey all first let me start out by apoligizing for the length that this thread is going to be. But however it is a necessary step because i need to give you folks all the information. Also i wasnt sure where to post this so i posted it here to be safe its the wrong place feel free to move it to where it belongs. Ok now that, thats done with onto my problem iwas downloading prince of persia 2 from this thread hxxhttp://www.tpforum.net/thread.php?threadid=26550 (which is a fxp) and i was trying to download prince of persia 3 from this thread hXXp://www.tpforum.net/thread.php?threadid=26550 (which is http) however the download on that last one never started. So anywayz i got prince of persia 2 to finsih downloading but then in the middle of the download, I couldnt access the internet from any broswer (firefox or internet explorer). i have tried to restart my computer multiple times but it doesnt fix anything, i have tried to restart my intenet connection again that doesnt do anything. i have tried to repair my LAN connection, i have scanned my computer using bitdefender plus 10 for virses, scanned the compter for spyware using adaware, spybot search and detstroy xsoft spyware remover, and avg spyware remover. and today i tried to repair my Lan conectiona and it said that it couldnt repair it because it cannot clear my ARP cache, though it is weird cause i can still conect to ftps and gaim/aim.
any help would be appreciated

This is a known bug.

Microsoft Windows is unable to clear the ARP cache when Routing and Remote Services is enabled.

To work around this Windows bug, disable Routing and Remote Services:
  • Click the <Start> button
  • Click the <Control Panel> button
  • Switch to "Classic View" if you are in "Category View"
  • Click <Administrative Tools>
  • Click <Computer Management>
  • Double-click <Services and Applications>
  • Double-click <Services>
  • Scroll down to <Routing and Remote Services>
  • Double-click <Routing and Remote Services>
  • Examine the "Startup Type"
  • The options are "Automatic", "Manual", and "Disabled"
  • Set the "Startup Type" to "Disabled"
  • Click the <OK> button
Then, clear your ARP cache by repairing your LAN connection.

Try that and let me know if it clears up your connection issues.

thanx for trying to help will but of course about a hour after i finished asking the question i figured out what was wrong... i had a ip program running on my computer and apprently that changed the settings in my ie and firefox to run off a proxy and on my network i cant have my net setup to run off a proxy
