Just for clarification... do you mean keep one person who uses the computer from the internet but allow others who use the same computer to access the internet?

Or, do you mean block internet access completely on a PC?

You really can't beat pulling out the cat5, but a firewall will do.

You could also simply disable the local area connection from your control panel.
