How-to find blocked ports ?

Recently I have found that , I cant telnet to any hosts. Where others can ezly do that. I guess My ISP blocked some ports. I want to be sure about that. How can I be sure that which port is blocked ?

telnet uses TCP port 23.

naaah.... suppose , I have to know whether my ISP has blocked the xxx port or not.

How can I do this ?

What you do is open that port on a remote box and then try to connect to it.
