As VoIP is a network-based technology, you can use any VoIP provider. You can buy the equipment in the U.S., ship it to the Philippines, plug it into your Internet connection, and start talking.

Of course, it may be a downside for you that you will have a U.S. telephone number.

Free VoIP services like Skype and Gizmo will also work in the Philippines.

If you would like to work with a local vendor, check out Pinoy Phone and Pinoy Calls. Pinoy Calls has an interesting mobile phone VoIP-based solution.
