Finding local milliwatt test line

This site has a great explanation of what a milliwatt test line is, but no one I call (local CO, our carrier, etc) seems to have heard of it, much less know what number to call to reach it. How do I get a local number to call to peform testing?

Finding your test line numbers can be a real bear. I methods I have used are:

1. Talking a repair tech out of the information.

2. Finding the information from other telephone professionals in the area.

3. Finding the information from other telephone hobbiests (phone phreaks) in the area.

4. Dialing likely telephone numbers by hand until I find the tone I'm looking for.
