SS7 is a signalling protocol for digital telephone switches. SS7 is responsible for tasks such as call setup/tear-down and call routing.

E1 is a standard European telecom circuit. An E1 is roughly equivalent to an American T1. The data rate on an E1 is 2.048Mbit/s.

E1's predate SS7. SS7 can be used as a signalling protocol over E1's, but it is definitely not the only signalling protocol which E1's support.

Data rates versus signaling

An E1 is a data rate 2.048 megabits. E1 ones are used for voice for example:

Two private branch exchanges (PBX) communicate at a rate of E1 or 2.048mbs per second.

SS7 is a communication stardard between central offices.
As Will explained SS7, allows a call to be switched between two central offices. And further, SS7 allows the call to be disconnected between the two central offices. This frees up the trunks to allow additional calls.

If SS7 failed, you would received a trunk busy (fast busy) tone.
If a E1 failed you wouldn't here anything.

Please review OSI Layers ... E1 is a physical standard. SS7 is an application.
