Exclamation Wierd yellowish dashed lines help!

So i just got my computer going and im experiencing these weird dashed lines on my screen sometimes. It will happen when i open a window or aim pops up...but sometimes goes away or it wont. I am running a Powercolor x800gto video card (ati). And a xerox lcd monitor. If this helps. Would it be my video card..maybe getting interference from a fan next to it, or maybe from my wireless pci card being a slot below it? I tried calling powercolor they where no help. Thanks for asny further answers. dj
P.s. it will also happen when i scroll down a page like it just did lol

What model of Xerox LCD monitor do you have?

What is your refresh rate set to?
How to Check Your Refresh Rate

Click the Start button
Click the Control Panel menu item
Click the Display icon
Click the Settings tab
Click the Advanced button
Click the Monitor tab
Also, when it shows you the screen refresh rate, does it give you other options to change the refresh rate to?

What resolution are you currently running at?

Do you have a spare PC or a spare monitor to use to attempt to isolate the issue to a single component?

So i tried a different monitor and it still has the lines. Iam assuming its the video card but ...my refresh rate is set at 60hz, my resolution is 1024 by 768 pixels, color quality is 32 bit. If this helps any thanks. I am thinking of rma'ing this card back to newegg and going with a better one.

Can you set your refresh rate to anything other than 60hz?

60hz is the frequency of common household AC power in the United States, which makes it a very bad frequency for interference.

yea it goes up to 75hz i believe...im on a friends computer now so i dont know for sure..but i think i turned it all the way up and it still made the dashed lines. But i guess ill wait and see what else happens
