You will be able to change it in the BIOS. Almost all newer (certainly from 2000 onwards) CMOS BIOS Utilities will be able to change the FSB speed. Either that or it will have an auto throttler enabled (probably a factory default, if it is enabled).
If not, the manufacturer of the laptop or motherboard should be able to help you.

in cmos bios i cant change anything relate to speed or mhz....
the problem is my bios utilities doesn't have this function for me.
it was not same as my old pc with amibios.
but anyway, thanks. i will try to google it again and again.
