Most monitors have a power-on status LED.

Does the power-on status LED on this monitor light up?

I had a problem with my monitor earlier. It used to just go to a standby like state(orange LED glows) where any key couldn't bring it back on. It was really some hardware problem as i had the same problem while working with Bios setup too. Then i called up my hardware engineer who replaced a few Capacitors near the electron gun.
then it was fine for two days , after that the same problem but this time i could get it working again by tapping on the back of the monitor. Then i had the person to re-solder all the components nicely and now its all fine.
Just if you have any display problems with old monitors then have them checked and have the capacitors replaced.

The problem where I live is that old (used) monitors cost $50-$100 and it costs $150+ to have a simple monitor repair done.

It's got to be a pretty nice monitor to cost justify board-level repair.

That is too much isn't it. Board level simple repair and so much! I guess the service charges are more. Here the problem is that if we dont have enough knowledge about anything, then they are going to loot us! I paid almost 30$ (which is quite a sum where I live) before I realized that it was a loose connection!

What we say here is:

Capacitor: $1
Knowing where to put the capacitor: $149

With monitors, the problems are usually capacitors. You can sometimes identify the blown capacitor by sight or by smell.

If you are less clumsy than me, you can sometimes replace the blown capacitor. Then, you just hope it doesn't blow again.

My first PC blew the IC (Integrated Circuit) that checked memory parity every few weeks, so every few weeks I would go to the electronics store and by another $3 IC.

Luckily for me, the IC was socketed!

I feel like learning where to put the capacitor and then shift to your place.

The problem may not have anything to do with the monitor. When my monitor wouldn't turn on, it was because my computer didn't have anymore memory. So, my computer just crashed or shut down on me. Even though it appeared that the cpu was still turned on, because of the lights, the computer itself was turned down and there was nothing wrong with the monitor.

Also, your friend could be overheating the monitor. Be sure that nothing is blocking the vents on the monitor. The monitor may not be loading because it's a couple of seconds away from melting or burning up.

Most monitors need to be switched on seperately from the computer. Is the monitor plugged in?

Without more feedback on what exactly is happening, it is hard to give any better advice than what has been given above.

Amazing how often stuff like this can just be a loose plug. A lot of monitors plug in on both ends with the power cord and a lot of people don't realize, nor check the cord connection in the back of the monitor for the power cord.
