This means that your monitor is working, but that it is not receiving a signal from your computer.

Is your video data cable plugged in firmly to the monitor and the computer?

Is your computer powered on? Is the power supply fan spinning? Are the LED's lit? Are the hard drives spinning? Is the CPU fan spinning?

Does your new power supply the same or more wattage than the old power supply?

So what do we know?
  1. Your monitor is on
  2. Your computer is on
  3. Your monitor is not receiving a video signal from your computer
My next steps would be to:
  1. Check the video cable for damage -- especially for bent pins.
  2. Re-seat the video card.
  3. Boot the computer and listen for any BIOS beeps.
