Question about Windows Server 2003 "Enterprise"
How do i change users(users in AD) desktops and start menus without actually logging in to thier accounts(I want to block certain softwares and install softwares on their accounts)

How do i install a software that appears on all users desktops?

You do this with Group Policy, using the Group Policy Management Console.
