Does your computer have an OFF button, so that you don't have to unplug it?

They issue may be with your system BIOS. Windows may be telling it to shutdown, but the BIOS isn't getting the message.

What BIOS does your system have? AMI? Phoenix? Award? Do you know the model of your PC or of your motherboard?

I have a DFI LAN Party UT nF4 SLI-DR Expert myself!

I just tested shutting the system down from within Microsoft Windows. It worked fine.

This motherboard has Phoenix BIOS. I pressed <DELETE> during POST to enter the BIOS configuration and changed every option which was possibly relevant to see if I could recreate the issue. Nothing. The issue just will not happen here.

So, I researched some more. It turns out that the number of causes of this problem is quite high:
  • Roxio/Adaptec Easy CD Creator
  • Roxio/Adaptec Direct CD
  • Roxio Video Pack
  • Logitech MouseWare
  • APM being disabled
  • APM being enabled
  • The "Wake on Keyboard" BIOS setting
  • The "Wake on Mouse" BIOS setting
  • The "Wake on Ethernet" BIOS setting
  • USB devices being plugged in
  • The Y-SB3 Logitech Internet Keyboard
  • The Webstar DPX USB cable modem
If you unplug all USB devices and network devices, does this issue still occur?

You should still probably check those BIOS settings, we have slightly different motherboards.

Do you have Auto Power Management enabled or disabled?

Are you running any Roxio, Adaptec, or Logitech software?

You may be able to see some troubleshooting information by disabling Window's restart on system failure feature.
  1. Right-click on My Computer
  2. Click Properties
  3. Click on the Advanced tab
  4. Under Startup & Recovery, click Settings
  5. Under System Failure, uncheck the box in front of Automatically restart

APM is Advanced Power Management. The term I should have used is ACPI (Advanced Configuration & Power Interface).

Here's one more thing to check, which I did not know about earlier.
  • Click the <Start> button
  • Click the <My Computer> menu item
  • Click <View system information> from the left menu
  • Click the <Advanced> tab
  • Click the <Settings> button in the Startup and Recovery section
  • Make sure that "Automatically Restart" is not checked
