Change Management Shareware

What is some good Change Management shareware?

I want to implement a Change Management system at my job, but I don't have approval to spend money. I think that if I showed that a Change Management system was providing value, I could get budget for it.

Does anyone have experience with any Change Management shareware which they would recommend?

Change Management is the practice of ensuring all changes to Configuration Items are carried out in a planned and authorised manner. This includes ensuring that there is a business reason behind each change, identifying the specific Configuration Items and IT Services affected by the change, planning the change, testing the change, and having a backout plan should the change result in an unexpected state of the Configuration Item.

Change Management is an important part of ITIL (The Information Technology Infrastructure Library).

Instead of Change Management shareware, I would recommend that you look at some really good pieces of open source software which provide Change Management functionality.
