Change Management Shareware

What is some good Change Management shareware?

I want to implement a Change Management system at my job, but I don't have approval to spend money. I think that if I showed that a Change Management system was providing value, I could get budget for it.

Does anyone have experience with any Change Management shareware which they would recommend?

For readers not familiar with Change Management, here is a definition:

Change Management is an important part of ITIL (The Information Technology Infrastructure Library).

Instead of Change Management shareware, I would recommend that you look at some really good pieces of open source software which provide Change Management functionality.

The best of software package in this category is probably Brage Change Management.
