It seems to me that a lot of meaning depends upon context.

Well, I have used an emulator on my PC to play old console games on the computer.
Ie - NesEM is a nintendo emulator - it emulates what was on the console best it can.
A simulate tries to actually BE that console.. so if i was to simulate a console game on my computer, i would need a hand controller etc.
