Photoshop

Hello. I want Photoshop to learn how to male .PSD layouts and graphics. However can I buy any version of Photoshop?

I mean will Elements work for this?

try GIMP, the alternative for photoshop. It saves to .psd too!

I use GIMP for my small graphics needs. I am not too good with graphics. However the odd little things I need to do work fine with GIMP.

However I am not sure I can get what I need with GIMP. Maybe I just need some good practice?

I am more efficient in GIMP, although I have been using it for about 5 years now. If you want a more photoshop feel for GIMP try GIMPSHOP. I throws everything packed in gimp into a window style photoshop feel and renames stuff similar to photoshop.
If you need help on a render or anything, I should be able to walk you through how to do it.

Is it like a modification for GIMP that makes GIMP like Photoshop? Or is it a completly new software? I am starting to learn how to do simple things with GIMP now.

Gimpshop is only a modification a.k.a skin. You need to have Gimp first then install gimpshop. You will also need gtk2.
