Translating programs

I've been working on translating some programs from Japanese into English, and have gotten most of the text done using a hex editor, but I've run into a bit of a snag. The submenu doesn't seem to be in plaintext, so I can't figure out how to edit it. Anyone have any tips or suggestions? You can download the program in question here, with the (partially) translated version here.

Also, I have been looking at the source code through RecStudio, but I can't make any sense of it at all, embarassingly enough. If anyone could take a look at the above files and maybe lend me a hand or point me in the right direction, I would be very, very grateful!
