This is good news. This means that you are not seeing an RF issue -- at least not at this very moment.
That rules out one entire category of possible issues.

These are all good things to try.
Next, I would try to delete the network adapter. Go to the Network Connection screen in Control Panel, highlight the network adapter, and delete it. Then, re-install the network adapter driver.

That would be a good fix, if the issue was
DHCP. As we have not ruled out DHCP as a source of the problem, I would give that a try.
