Suggest some good Universities for MS Program

Could someone please suggest some good universities in US , which can accept students with GPA around 3.7 and have not much weightage for GRE.

I was thinking on

University of Georgia,

Georgia State University,

University of Dayton,

and

Syracuse University,NY.

Please make a note that I would be an international applicant.
Except for the GRE score(1170) the rest of the academic performance is very good. So is there any chance of getting some financial assistance?

Syracuse is probably the best of those schools.

The weather is much nicer in Georgia!
