Anonymity

1) I'd like to surf anonymously but I can't find any proxy servers that fall under the "high anonymity" category. Is there a list that I can look up on the internet?
2)I tried to send an anonymous email but it didn't work . I got online and followed the advice on this site:http://email.about.com/cs/anonemailtips/qt/et041304.htm
Does anyone know any other ways?

The term "high anonymity proxy" is mostly a marketing term.

There are a large number of anonymous proxy lists on the web.

However, using an anonymous proxy might not be the best choice for you.

Have you looked into Tor?

The latest release of Tor for Windows bundles Tor, Privoxy, and Vidalia into one very easy to install, configure, and use package.

Tor can get you anonymity on the web more efficiently than many anonymous proxies.

There are three ways to send anonymous e-mail.

1. Send fake mail, exploiting the design weaknesses of SMTP. This can be pretty difficult to get working properly these days.

2. Use an anonymous remailer, as described in that about.com article.

3. Use Tor/Privoxy to register for a fake e-mail account with a web based email provider such as Yahoo Mail.

I've read the TOR info, and it looks interesting. Does it really anonymise users on a network? And is it easily detectable by network admin?

Yes, if the admin is clue enabled.

I set myself up as a server (middle man) would that make me an admin?

Man-in-the-Middle atacks are extremely effective against everything but encryption systems with secure key exchange.

And even then, the Man-in-the-Middle would be able to tell that there was something being transmitted.
