The Internet really isn't public. The Internet is really a collection of private networks (AT&T, MCI, BT, NTT DoCoMo, SingTel, etc...) tied together at network access points.
Not that the government believes that, of course.

The Internet started as the ARPANET, run by the Defense Advanced Research Projects Agency.
Later, the project was expanded to Universities and eventually to private companies.
Then, eventually, the military seperated most of their networks from the Internet due to security concerns.
