For highly competitive keywords, SEO is all about massive amounts of inbound links. For optimal performance these links should be from high PR pages on trusted web sites.
The scammy SEO's who promise rankings do so by promising rankings on very non-competitive keywords.
The best chance you have of getting ranked for the keywords you mention are by starting an affiliate program, which will give you inbound links without costing money. The only other way would be a massive ad campaign where you buy incoming links and create a lot of content. For a new site to rise up in the rankings for those keywords using conventional SEO methods is going to take a very long time.
For such competitive search terms, the way to compete is to optimise specifically for certain terms. if you're optimising for "website design companies" for example, then don't optimise for "web design company" else you'll be dividing your potential strength between two different words in an area to competitive to compete for both words.
Now that you're certain about what you're optimising for, use all the tricks - build links using only your most relevant anchor text (in-site and from external sites), for example, don't link to your home page with a link called "home"; rather link from internal pages to your homepage with a link called "blaa (your site's name) web design companies home".
