I think this free WYSIWYG editor worths a try: http://www.nvu.com/download.php

For semi-WYSIWYG (i.e. you can manipulate the code and see a preview of the display all in one program) i would recommend Evrsoft 1stPage 2000 (not the newest 2006 version, its broken)

there are a number of notepad-like programs, with syntax highlighting and the like such as the following.

Actually, i only use FF b/c i have an exntension for FF that lets me view pages in IE tabs its awesome!

ladies, ladies. you should know that WYSIWYG is for suckers. cmon. be realistic. you can't do much with programs like that

Throughout my web design career I have been using Ace HTML pro and it is fantastic. I use NotePad++ for all my php work.

I first started using Evrsoft First Page 2000... Also used it the time in 6th grade I gave a how-to speech on making a web page with it.
